Google mainly but you can also submit downloads to DDL sites if its a warez forum/site.
Advertising like volt said too but can cost a fair bit of money.

Best way but quite slow is to get lots of backlinks so google ranks you high.

if it isnt a family friendly site the best way would probably be porn.
I guarantee you if THIS site had a porn secion it would easily get the most clicks.

everybody has a vice and you cant download hookers or drugs.
